<section name="General">
  <rule>
    <text>Members are expected to adhere to
        <a href="http://wow-europe.com/en/policy/">the official World Of
        Warcraft Game Policies</a>.</text>
    <rop>As &lt;Goes To Eleven&gt; is located on Earthen Ring EU, 
        an RP realm, this specifically includes
        <a href="http://wow-europe.com/en/policy/roleplaying.html">the
        Roleplaying Realms Policy</a>.</rop>
  </rule>
  <rule>
    <text>Members are expected to be able to communicate in reasonable English,
        both in game and on the forums.</text>
    <rop>You don't have to be a native speaker. "Leetspeak" and swearing is
        strongly discouraged apart from jokes.</rop>
  </rule>
  <rule>
    <text>Members are expected to keep in touch with the guild. Members who
        have neglected to do so for 8 weeks are considered inactive and
        will be removed.</text>
    <rop>You can keep in touch through the following means:
        <ul>
          <li>posting on the forums.</li>
          <li>private messaging an officer on the forums.</li>
          <li>emailing the officers at officers@gt11.eu.</li>
          <li>talking to the officers in-game.</li>
        </ul>
        The number of weeks is set in stone because it affects the amount of
        people able to amend the rules.</rop>
  </rule>
</section>

<section name="Leadership">
  <rule>
    <text>There will be one guild master with ultimate decisive powers in every
        decision but for changing these rules.</text>
    <rop>But don't worry for he's a cuddly bear and we all love him very
        much ;-)</rop>
  </rule>
  <rule>
    <text>The guild master can be changed by a vote on the forum, with at
        least 70% attendance of active members.</text>
  </rule>
  <rule>
    <text>There will be a number of officers, appointed by the guild master.
        These officers will all be assigned a task related to the management
        of the guild.</text>
    <rop>The current officer tasks are:
        <ul>
          <li>recruitment, responsible for recruitment</li>
          <li>character improvement, responsible for character performance</li>
          <li>public relations, responsible for the website, news and
            advertising</li>
          <li>tech support, responsible for day to day operations of the
            website and related affairs</li>
        </ul>
        Note that not each of these tasks have been assigned to a single officer,
        and that each officer can request the help of other officers or members
        as needed.</rop>
  </rule>
  <rule>
    <text>Each officer will also monitor, to the best of their ability,
        the performance of characters during and after a raid. Each officer
        will also guide characters so as to increase their performance,
        if and when necessary.</text>
    <rop>The monitoring will be done by using World of Logs, Recount and other
        such value added services. Guidance will be provided in the form of
        discussions about playstyle, connecting knowledgeable members,
        providing links to interesting discussions on internet forums such as
        elitistjerks.com, etc.</rop>
  </rule>
  <rule>
    <text>Any and all disputes between members that can not be solved between
        those members themselves, will be brought to the attention of the
        guild leader and/or officers so that they can decide on the proper
        course of action; in case an officer is involved in a dispute, this
        officer is excluded from the discussion as necessary.</text>
    <rop>If an officer is involved in the dispute as well, members are encouraged to contact other officers and/or the
        guild master.</rop>
  </rule>
  <rule>
    <text>Other than the above additional duties, there are no differences
        between officers and members.</text>
  </rule>
  <rule>
    <text>Any change in these rules (but not in the rules of procedure) is to
        be proposed on the forum, to be voted on by all currently active
        members (see rule 1.3) with a single 'in favor' or 'against'. The
        window for voting on such a change needs to be at least 7 days. Rules
        will be accepted if at the end of the voting window more than 50% of
        all votes cast are in favor of the change. Rules accepted will be in
        effect immediately.</text>
  </rule>
  <rule>
    <text>Changes in the rules of procedure can be made by the guild master and
        the officers at their discretion. Members can object by contacting
        the guild master and officers.</text>
  </rule>
</section>

<section name="Applications">
  <rule>
    <text>Applicants are expected to write a serious application with motivation,
        reason for wanting to join, other interests besides our targets, and
        hopes for the future.</text>
  </rule>
  <rule>
    <text>Applicants will be interviewed by one or more officers. Applicants
        that fit the guild profile, as determined by those officers, will
        then be taken on as trial members.</text>
    <rop>The interview is expected to take place within two
        weeks from the date the application was recieved. The purpose of the
        interview is to determine whether the applicant shares the same goals
        and values as &lt;Goes To Eleven&gt;. As an alternative, full
        members may act as a sponsor for a trialist eliminating the need for
        an interview</rop>
  </rule>
  <rule>
    <text>When applicants are approved, they are allowed to join the guild
        with multiple characters of their choice.</text>
    <rop>Note that people without a max-level character are allowed to apply,
        but they should be aware that the goals of &lt;Goes To Eleven&gt; are
        not about helping members to level their characters.</rop>
  </rule>
  <rule>
    <text>Trial members are expected to behave like full members, and will
        need to prove themselves by joining in the regular activities of
        the guild.</text>
    <rop>Trial members will be left as unrestricted as possible. Currently,
        there are no exceptions. 
    </rop>
  </rule>
  <rule>
    <text>Trial members will be evaluated after a set amount of time.
        A favorable evaluation will lead to a promotion to a permanent
        member. An unfavorable evaluation will lead to a discussion about
        the reasons, and/or removal from the guild.</text>
    <rop>The trial period is four weeks. This period can be extended once,
        for another four weeks, for trial members that have not been active
        enough for evaluation. The trial member will be informed as soon as
        possible on the outcome of the evaluation. It is up to the evaluating
        members whether the trial members is rejected, or given another
        evaluation period to detemine a match between them and &lt;Goes
        To Eleven&gt;.</rop>
  </rule>
</section>

<section name="Membership">
  <rule>
    <text>Membership is per account; alts are <b>strongly</b> encouraged to
        join the guild. Each individual character is however independently
        ranked and evaluated.</text>
  </rule>
  <rule>
    <text>In case of extended leave, members are expected to contact the
        officers with a reason for their absence. All characters of those
        members are then considered inactive, but will not be removed
        from the guild.</text>
  </rule>
  <rule>
    <text>Inactive members may be returned to active status by contacting
        an officer.</text>
  </rule>
  <rule>
    <text>Characters will <b>not</b> be subject to playtime requirements.</text>
  </rule>
  <rule>
    <text>Characters are expected to raid with &lt;Goes To Eleven&gt;.
        Characters that raid with other groups on a regular basis may be
        removed from the guild.</text>
    <rop>Characters wanting to raid 25-mans should therefore seek another
        guild more suited to their playstyle.</rop>
  </rule>
  <rule>
    <text>Characters <b>will</b> be expected to perform well at their class role,
        as monitored by the officers.</text>
  </rule>
  <rule>
    <text>Characters will be divided in ranks based on their gameplay
        performance. Ranks may be used as a requirement for signups to
        particular instances.</text>
    <rop>Characters start out ranked as <i>Dungeoneer</i>.
        Characters may earn the <i>Raider</i> rank by proving their
        worth on an appropriate instance run.</rop>
  </rule>
  <rule>
    <text>Officers may promote characters that have proven their worth
        in-game at any time, subject to the approval of a second officer.</text>
  </rule>
  <rule>
    <text>In case of subpar gameplay performance, as witnessed by officers,
        those officers and/or the guild master will engage in conversation
        with a character to find out what is going wrong.</text>
    <rop>Performance can be measured in lots of different ways,
        for example by comparing to equivalently geared characters, or by
        analyzing combat log parses (Recount, WWS).<br/>
        We expect that members will analyze their performance themselves, and
        in fact we encourage everyone to engage in discussion on the forum
        before it comes down to the officers having to step in. This rule is
        therefore intended to be the first warning that you really have to
        improve your playstyle.</rop>
  </rule>
  <rule>
    <text>In case of continued subpar performance, a character will be given
        a deadline to improve; if, by this deadline, performance has not
        improved, a character will be demoted in rank. If a character is
        already of the lowest rank, he/she will be removed from the
        guild.</text>
    <rop>This deadline will be the next 2 runs where this character is
        present. Removal from the guild will occur in extreme cases, where
        members simply do not show any signs of wanting to improve their
        character while insisting to come along.</rop>
  </rule>
</section>

<section name="Raid logistics">
  <rule>
    <text>Any member can plan a raid using the provided tools.</text>
  </rule>
  <rule>
    <text>Characters can sign up for a planned raid by using the provided
        tools.</text>
  </rule>
  <rule>
    <text>Alternate characters played by the same member can be signed up to
        the same raid, if clearly stated and an order of preference is
        given.</text>
  </rule>
  <rule>
    <text>All characters signing up need to meet the minimum requirements for
        the planned raid. Most notably, all characters must have the correct
        rank, as well as meeting all other requirements as listed in the
        rules of procedure.</text>
    <rop>In particular, see the list of ranks below along with their target
        raid instances. Also listed is the required rating on the be.imba.hu
        website for a character in a certain role, as well as the
        achievements required.
        <ul>
          <li>Tier 7 - Rank: Raider - Naxxramas, The Obsidian Sanctum, The
            Eye of Eternity - Rating: no special rating - Achievements: none</li>
          <li>Tier 8 - Rank: Ulduar Raider - Ulduar, Onyxia's Lair -
            Rating: 410 - Achievements: two wings of Naxxramas</li>
          <li>Tier 9 - Rank: Coliseum Raider - The Argent Coliseum -
            Rating: 500 - Achievements: two sections of Ulduar</li>
          <li>Tier 10 - Rank: Citadel Raider - Icecrown Citadel, Ruby Sanctum
            - Rating: 560 - Achievements: at least four of the following:
       	    <ul>
       	      <li>XT Hardmode</li>
              <li>Assembly of Iron (semi) Hardmode</li>
              <li>Thorim Hardmode</li>
              <li>Hodir</li>
              <li>Freya</li>
              <li>Mimiron</li>
              <li>General Vezax</li>
              <li>Yogg-Saron</li>
              <li>Algalon the Observer</li>
              <li>Call of the Crusade</li>

  </rule>
  <rule>
     <text>As an exception, characters with a rank lower than required
        <b>may</b> be taken along at the discretion of the raid leader, in
        order to attain the rank necessary for further signups. This exception
        only waives the rank requirement, not any other requirements.</text>
     <rop>This rule is applicable to both characters with the <i>Dungeoneer</i>
        rank, as well as trial characters. Note that characters will still have
        to fulfill any other requirements!</rop>
  </rule>
  <rule>
    <text>The character planning a specific raid is raid leader for that raid
        unless it is explicitly communicated to be otherwise.</text>
  </rule>
  <rule>
    <text>The raid leader is always right during a run; debates happen afterwards
        on the forum.</text>
    <rop>This also means that the raid leader is the <i>only</i> one calling
        a wipe, or the end of the run.</rop>
  </rule>
  <rule>
    <text>During a raid a DKP officer is designated who will handle the
        distribution of DKP and appropriate loot.</text>
  </rule>
  <rule>
    <text>During a raid a loot officer is also designated. The loot officer
        will handle picking up all loot that is not bid for.</text>
    <rop>We will use Free For All loot. The designated loot officer is
        expected to pick up every item that is not bid for, and will make
        sure that useful items and all gold (including that for selling
        trash items) is put in the guild bank (see rule 6.10).</rop>
  </rule>
  <rule>
    <text>One of the people signed up for the raid is designated as
        signup officer. The signup officer will note and replace characters
        that are late or not present before the designated time to pull.</text>
    <rop>The raid leader is allowed to be signup officer as well, but it
        is possible to delegate this role. Characters are considered to be
        late if they are not present at least 15 minutes before the
        designated pull time.</rop>
  </rule>
  <rule>
    <text>Spontaneous raids, that is raids that are not planned in advance,
        are allowed in certain circumstances detailed in the rules of
        procedure.</text>
    <rop>While we want to encourage our members to plan raids in advance,
        we acknowledge that organizing a spontaneous raid is fun as well.
        Due to reset times of instances we ask our members to plan
        spontaneous raids only to instances that reset in two days or less,
        if there are no raids already planned to those instances. In that
        case it is also permitted to fill up the raid with friends and
        associates as needed (although of course online members should
        have priority).<br />
        Furthermore, it is allowed to organise a spontaneous raid to
        all Tier 7 instances (Naxxramas, The Obsidian Sanctum, and the
        Eye of Eternity) on any day of the week, as these instances hold
        little to no upgrade value to most of the main characters of our
        members.<br />
        Lastly, as a special exception, a spontaneous raid
        to the Vault of Archavon is always permitted because there is no
        way to be sure beforehand at what time it will be available.
        Spontaneous raids will NOT be using the DKP system.</rop>
  </rule>
  <rule>
    <text>Raids with characters that are not part of &lt;Goes To Eleven&gt;
        (also known as PUG raids) are prohibited except in certain
        circumstances detailed in the rules of procedure.</text>
    <rop>As detailed in the rule about spontaneous raids, organising or
        joining a PUG raid is allowed if the target instance resets in
        two days or less and there is no raid planned to go to that instance
        yet. PUGs are also allowed to instances that are already cleared
        by a planned guild run this reset. Furthermore, it is allowed
        to organise or join a PUG raid to all Tier 7-9 instances (Naxxramas,
        The Obsidian Sanctum, and The Eye of Eternity) on any day of the week.
        Note that this does not prohibit members to plan a run to such an
        instance as well.<br />
        Like spontaneous raids, PUG raids will NOT be using the DKP
        system.</rop>
  </rule>
  <rule>
    <text>&lt;Goes To Eleven&gt; makes use of voice chat and expect everyone to
        be able to listen in during a raid.</text>
    <rop>We use the Mumble voice chat client. Make sure you are
        able to listen using this. Let an officer know beforehand of any
        technical problems.</rop>
  </rule>
</section>

<section name="Loot">
  <rule>
    <text>Loot for instances other than raids will be handled by using the
        ingame need/greed system. Members are expected to only roll on
        items that are actually an improvement for the character present. Any
        exceptions to this rule will need to be communicated with the
        characters present on the run.</text>
    <rop>It goes without saying that ninjalooting items will lead to
        a swift departure from &lt;Goes To Eleven&gt;.</rop>
  </rule>
  <rule>
    <text>Loot for raids will be handled using tier-specific DKP.</text>
    <rop>The currently defined tiers are:
        <ul>
          <li>Tier 7: Naxxramas, The Obsidian Sanctum, The Eye of Eternity</li>
          <li>Tier 8: Ulduar, Onyxia</li>
          <li>Tier 9: Trial of the Crusader, Trial of the Grand Crusader</li>
          <li>Tier 10: Icecrown Citadel, Ruby Sanctum</li>
        </ul>
    </rop>
  </rule>
  <rule>
    <text>DKP is strictly per character, not per member.</text>
  </rule>
  <rule>
    <text>DKP can be spend on any item in any instance in the same tier.</text>
  </rule>
  <rule>
    <text>The minimum bid for an item is 0.</text>
  </rule>
  <rule>
    <text>New characters will start with a set amount of DKP.</text>
    <rop>All newly registered characters will start with 10 DKP.</rop>
  </rule>
  <rule>
    <text>DKP will be awarded for appearing on time at the summon stone,
        fully repaired and fully prepared.</text>
    <rop>This is 2 DKP. In case of disputes, the signup officer will decide
        on who is eligible in a particular instance.</rop>
  </rule>
  <rule>
    <text>DKP will be awarded for every hour spent while learning how to
        kill a new boss.</text>
    <rop>This is 2 DKP.</rop>
  </rule>
  <rule>
    <text>DKP will be awarded for the first kill of a boss.</text>
    <rop>This is 4 DKP.</rop>
  </rule>
  <rule>
    <text>DKP will be awarded for every boss killed that has already
        been killed before, and is not yet declared 'on farm'.</text>
    <rop>This is 2 DKP. The officers will decide upon and provide
        <a href="#r6s11">a list</a> in RoP 6.11 of which bosses are
        declared 'on farm'.</rop>
  </rule>
  <rule>
    <text>DKP will be awarded for every boss killed that has been declared
        'on farm'.</text>
    <rop>This is 1 DKP. The current list of bosses is:
        <ul>
           <li>All bosses in all tier 7-9 instances.</li>
           <li>All bosses in the first wing of Icecrown Citadel (upto and
           including Saurfang</li>
        </ul>
        </rop>
  </rule>
  <rule>
    <text>Everyone is allowed to bid on every item, regardless of role.</text>
    <rop>In the event that a character is felt to be bidding on everything
        regardless of usefulness to that character, this should be communicated
        to an officer. We expect everyone to consider their fellow members
        when deciding whether to overbid on a non-main spec item.</rop>
  </rule>
  <rule>
    <text>Loot that is not desired by anyone will be vendored or disenchanted
        as appropriate; the results will go to the guildbank.</text>
  </rule>
</section>

<section name="Guildbank">
  <rule>
    <text>The guildbank will contain a Free For All area that can be accessed
        by all members of &lt;Goes To Eleven&gt; according to a preset policy.</text>
    <rop>The guildbank policy is as follows:
        <ul>
        <li>There will be five Free For All tabs.</li>
        <li>Trial members are able to withdraw 3 stacks per day from the Free
          For All tabs.</li>
        <li>Members are able to withdraw 3 stacks per day from the Free
          For All tabs.</li>
        <li>Officers will be able to access the whole guildbank.</li>
        </ul>
    </rop>
  </rule>
  <rule>
    <text>All profits from guild runs will be stored in a non-Free For All
        area to be used for guild activities as a whole.</text>
    <rop>This includes such things as the expansion of the guild bank
        itself.</rop>
  </rule>
  <rule>
    <text>The rest of the guildbank will be used for storage of valuable
        items that may be of interest to other members of the guild. These
        items will be auctioned off to the highest bidding member.</text>
    <rop>Characters eligible for using such an item should bid on the item
        using the appropriate tier of DKP. A bid should be made on the forum
        in the Merchandise section. Other characters wanting to bid on the
        same item can do so on the same forum. The item goes to the highest
        bidder whose bid was unchallenged after 24 hours.<br />
        Note that characters that bid are expected to use the item themselves.
        Characters may not place bids for other characters.</rop>
  </rule>
  <rule>
    <text>Enchanting materials will be provided for free from the guildbank,
        if available.</text>
    <rop>Enchanting materials are intended to be used on raid quality items
        only (at the moment ilvl 187 and up blues and epics).</rop>
